Sounds good but "Shoot to kill for border violators." seems pretty harsh, like the Berlin wall between east/west Germany or no mans land in N/S Korea. That would certainly discourage violators and drug runners but so would no more free gibs, no more chance at US citizenship, no more border babies, a completed wall, death to drug smugglers, true application of the law.
