Nope, Fuck that. Scrap the H-1B program and kick them out of the country. There are more than enough Americans to fill those jobs, the companies just want to pay $10/hr for skilled labor in tech. They can either pay a fair wage or just not have someone in the position.

I have worked with H-1B's in the past (not by choice). One was ok, the others were fucking useless "Please do the needful" types trying to get you to do their job for them because they are actually fucking idiots without the qualification they claim and probably got by because people would just do their job for them if they asked.

Lottery system needs to be dumped wholesale. We need to do with what the rest of world does, have immigration based on MERIT. 1 point if you have a degree, 1 point if you aren't a welfare parasite, 10,000 points if you're white, etc.

The US used to have immigration based entirely on Merit. Well, that was "racist" so now its not allowed anymore. H-1B is for work visa's so it should just stop existing entirely.
