Kentucky has a for filling vacancies in the US Senate. The governor has to select from a list provided to him by the Republicans (in this instance) in the KY legislature.
While I'm sure Beshear would love to appoint one of his cronies, the list will undoubtedly be made up of GOPe stooges.
