Typically, only the portion(s) dedicated as a cemetery are non-taxable. Rules dealing with this usually state that no benefit may be derived from the property. For example, not paying taxes on a private home is a benefit, so it's ineligible to be a cemetery.

A legally defined cemetery, the bodies buried in the basement don't count.
