You can't blame all this on Biden. These agencies should have never been given this power in the first place.
No one gave them the power, they just grabbed it.
Regulations aren't laws.
And that is it. They may be finding that their "power" to create "Regulations" is being stripped away since the Supreme court has made some rulings. It is not enough but at least its better than nothing.
It is true these agencies have been grabbing and abusing power since their creation. Instead of pushing back when it started really getting out of control during the time of the 'New Deal', Congress studied the issue and decided to codify their power with the ) Congress willingly ceded their lawmaking powers in the name of regulations.
