This is meaningless horseshit.

It's specifically about "conservative speech" which is a legally meaningless term.

Futthermore, this only has to do with "censorsing speech" and has nothing to do with mass surveillance. Mass surveillance is REQUIRED to censor speech. So, this order is simply ordering a subset of federal agencies to stop "censoring" a legally ambiguous categorization of "conservative speech".
