I agree with his call for term limits on justices, though I think term limits should be implemented for members of Congress first. Expanding the court isn't a bad idea as long as it's not done all at once. They could go up to 18 gradually (no more than one addition per presidential term). There could still be panels of 9 for each case as long as they pick a random group of 9 so it's not the same clique of people hearing a lot of cases.
