The Dems vote for him in the primaries because SC has open primaries. But mainly because the 17th Amendment was the final nail in coffin of States Rights. Before the 17th US Senators were appointed by the state legislature and if the senator didn't tow the line they were fired by the state legislature and another senator was appointed.
