I scanned through this document. In all cases mentioned, the petitioner was charged with crimes and or found guilty and imprisoned. Some case have 5 year mandatory waiting periods before petitioner can request a pardon. Do you know of any pardons requested/denied before being charged or found guilty?.

That's a "rule" on the convicted, not the governor / president. Requesting a pardon is not the same as receiving a pardon. That's means nothing.
