The RINOs definitely share some blame with the debt increase. Trump does also, TBF. But he's just talking about what's going on right now, with the Republicans not letting the debt ceiling be eliminated.
Technically he's right; it'd be easy to pay off the debt with the dollar worth nothing. And the dollar is likely unsalvageable at this point. I'd say the best way out of the issue would be to deliberately devalue it, but that'd only work if the government wasn't going to just run it up all over again.
Instead they'll discontinue the dollar, and default on all payments, while introducing their new CBDC.
