I wonder what was said in the minute or two leading up to this. I think this is missing some important context missing but any way you slice it, he is sounding authoritarian af. This also depends on if RFK was quoting something or not -- aka if he was quoting the 'guys doing the koch bidding' saying that they wish there was a law you could punish people under who deny global warming.
I kind of doubt this interpretation though but this whole interaction has been cut from proper context.
