He's not being impeached because he is not the president right now. The NY DA is bringing him up on trumped up charges of mischaracterizing business records, which is normally a misdemeanor. What also hasn't been mentioned is that the event they are charging him with is past the statute of limitations in NY, so it's total bullshit. He wasn't the president or was at least on the out during the second impeachment. They were threatening to impeach him to keep him from going third party and killing the republican party.
