I believe both state legislatures have to approve it so it's doubtful. But if the legislators from the east decide to just fuck everything up in the state capitol (filibustering everything, refusing to show for quorum, disrupting precedings) it might have a chance. They just have elect some people with balls.

Both states could agree to it, the feds will take it to the courts, and if that doesn't work they will just kill everyone.
