That part of the law stems from efforts in the '60s to bar organized criminals from continuing to carry guns to intimidate their neighborhoods. Some mobsters would continue carrying while under indictment for murder or other violent crimes, thus the ban on people under indictment. Some would plead down to non-violent crimes with short sentences and would be back on the street in a couple of years, hence the ban on any felony, even "white collar" crimes. Remember Capone went down for tax evasion.
