Wyoming has The Food Freedom Act. It also has The Firearm Freedom Act. Obviously, it needs a Fuel Freedom Act.

That would be just as stupid as banning ICE vehicles. You allow whatever vehicles to be sold, without subsidy, and the market will determine what is the best solution. In reality, that only works properly with an actual free market, which rarely if ever exists in practice. Meddling in a market always results in messed up outcomes, regardless of whether the market is ideally free initially or not. For some people (a very small minority) an electric car may be a sensible and practical choice. They should be able to make that choice, insofar as it does not infringe on the rights of others (e.g. they can't park it in a communal underground carpark due to the increased risk of uncontrollable fire).
