I do not think there is any law against a sitting president driving a car. I don't know for sure though. But even if there were such a law, there certainly is no law saying that they have to sell every vehicle they own when they become president. He probably owned the car before he was president and he would probably like to drive it after he's president.
A sitting president can drive on the White House compound but that's it. So it explains why he stored all his stolen documents beside his unusable car in his garage.
That sounds more realistic.
