Limit the welfare bums to the essentials -- bread, water, maybe a small amount of government cheese.
In the old days - 1960s they didn't cover prepared foods, soda, chips, booze, cigarettes, crap. The govt provided USDA labeled cheese, powdered milk, powdered eggs, canned goods, sugar and other staples - people were expected to cook it up at home. Food stamps for fresh meat, vegetables. I had a great aunt that used to give my mom a loaf of cheese or box of powdered milk when I was very young. They sure didnt taste as good as Velveeta or regular milk, I hated them.

When your standard is set this low, you deserve to be mocked for it.
I don't think it was mocking, the food was no frills, all about nutritional value so people weren't malnourished, not about great flavor and visual appeal. USDA products were supposed to be "healthy". The boxes and paper labels were black and white, plain and simple. My great aunt was elderly and had her leg amputated because of diabetes. She couldn't work.
