I don't think it was mocking, the food was no frills, all about nutritional value so people weren't malnourished, not about great flavor and visual appeal. USDA products were supposed to be "healthy". The boxes and paper labels were black and white, plain and simple. My great aunt was elderly and had her leg amputated because of diabetes. She couldn't work.
