PR still has to vote on it and I bet they decline. If they accept statehood they will have to start paying taxes and they don't want to do that. I mean, why give up all that sweet welfare we give them as a territory?

The outcome of the vote will be the predetermined outcome desired, like all other votes. The will of the people and the actual voters is irrelevant.
What federal taxes do states pay?
The citizens of PR don't pay taxes, If they become a state they will.
They pay federal taxes if any of their income comes from outside of Puerto Rico, and their "state" taxes are insanely higher already.
