It's not unusual for military units to travel for training with allies in different countries. Every training mission would be related to some sort of imagined scenario. When I was a young Marine we trained to react to an enemy invading the east coast of the US. It didn't mean that we actually were expecting an invasion. We trained along side Dutch Marines once. It's just something allies do.
