If GOP majority grew some balls and Congress made it law that federal elections be counted on Election Day, then people would have incentive to get their ballot in at the same time for both federal and state voting (even assuming dem states try to continue the week long state elections). People would more likely get all their voting done on time (both state and federal) to get it off their list of things to do. States would be forced to count the federal votes and it would make sense counting the state offices results at the same time. States would want to avoid the mess of late ballots not counting for federal positions. Just make the federal mandate and the states will fall in line.
