Yes. Exactly. We have a bicameral legislature to write law, a court to interpret law, and an executive branch with regulatory agencies that write laws apart from the elected legislature, have police powers to enforce unlegislated regulatory law, operate their own system of administrative law courts to try those "violating" regulatory law where the agency creating and enforcing law also runs the trials for breach of law. And there is the executive branch which enforces law against non-ruling class and outgroup parties.
