I am guessing that this is a ballot, "question," which refers to pages and pages of dense legislative text enacted if it gains the majority of votes. When you find and read that you will be even more baffled.

Seems pretty simple, ignore all the bullshit. They want to know if they are allowed to pass abortion laws. And I would have voted yes so they can pass a law explicitly banning it.
