If anything, H.R. 1808 underlines the arbitrariness of those distinctions. It includes a 94-page list of firearms that are explicitly exempted from the ban. The Iver Johnson M1 carbine, for example, is allowed, provided it does not have a folding stock, a feature that has no impact on the gun's lethality. The Ruger Mini-14 Ranch rifle is likewise exempted, as long as it has a fixed stock and does not have a pistol grip. Yet the Ruger Mini-14 Tactical rifle (Model 5888), which is otherwise functionally identical, is prohibited.

It's all fine and dandy but constitutionally Congress cannot pass laws the contravene the Constitution so theoretically at least if anybody follows the Constitution which no one seems to be dealing such a law would not matter. Of course we know that no one follows the constitution of pays any attention to it and Congress routinely passes laws that infringe on the right to bear arms which is against the Constitution yet Supreme Court doesn't challenge them and well perhaps they will now but they haven't in the past and so these illegal laws continue to be enforced even though they're grosslying quite obviously against the constitution.
