Has he though? Everything from him on twitter bots is still just his assertion and anons speculation. The bots aren't news derived from his offer. They've been known about for a long time. What precisely has he managed to deliver?
His company is making actual cars, and his spaceflight company has managed to get things in orbit. I'd call that delivery on an idea. Those deliveries may not be what was expected, but there's a tangible product you can touch and use.
