I don't even know why cops are cops anymore. He should have shot that guy as soon as he pulled a gun out. But he didn't. He should have definitely shot him when he pointed the gun at him, but he didn't. I'm guessing because he knew that he would be excoriated by the media and probably lose his job and potentially go to jail.
