If the VA doesn't want to get involved (which would be smart), then just insist that all the paperwork be filled out (per their standard rules) and sent to the various offices as required per the regulations. And then don't even start reviewing anything to make any sort of determination until a year later because of worker shortage or Covid or something. In that year lose the paperwork and insist that the DOJ fill it our again and send it again to the offices where they sent the original paperwork. Repeat as often as necessary until the DOJ gives up (as do many veterans).
