The Federal government - both political parties - did that to make cigarettes less affordable, hoping to get people to quit. When they saw a slight dip in revenue collection they did it again, to make up the 'shortfall' on the backs of people who were too addicted to quit.
There are countless examples of prices going down and the government taxing the shit out of it. Examples include increase gas taxes when the price went down when Trump had the price go down, and increases in state income tax when Trump decreased federal tax. This idea government would not immediately capitalize on lower prices is retarded
