If Ukraine needs stuff, give them stuff, not cash. Why give them cash just to give it right back buying our stuff? Oh yeah, because you can't launder through a charity or skim from pallets of stinger missiles and man-mobile anti armor rockets. It's the same reason bums never want a sandwich despite holding a sign that says "Hungry": they don't really want food and intend to do something with the money that spoils your charitable inclinations. This funding bill smells exactly the same, like the sour perfume of month-old B.O. and piss.
