But if he's paid money by the public then it's all tax anyway. Public servants do not make money, their entire wage is a vampiric drain on people who actually do something useful. Asking a tax recipient to pay tax is just about the dumbest thing I've seen. Just pay them less and give them a 0% tax bracket to save paperwork.
