My guess is certain corporations like McDonalds, Apple, and others will be exempt as they will have a "zero carbon footprint".

That's a certainty. They don't put these systems in place to make their buddies follow the rules, they do this shit so they can do whatever the fuck they want while forcing the masses to conform to their desires.

That's true, they'll buy their zero carbon footprint (really donations) and the money laundering hole left by Ukraine now has another outlet.
