Everything is a negotiation. What is the difference between Russian troops 10ft outside the Ukrainian border and 10ft inside of it? Leverage, and nothing but more pressure for your side of the negotiation.

Whatever Putin wants, the benefits of crossing that border outweighed the detriments. Someday (maybe) we will know why that was?
