Even simpler fix - don't require delivery to every address. Post Office Boxes were a thing for a reason. If you lived in rural Bumfuck USA you went into town to collect your mail whenever you got the chance. We can easily go back to that because very little US mail is of critical, time-sensitive nature nowadays.

Yeah, I live in a rural area and I had to get a PO Box because so much of my mail was getting stolen.

I live in the suburbs and walk past my mailbox 4 or 5 times a day without bothering to check it. I probably only get my mail 2x a week.
