One of the significant differences between the Federal military and state level military.
State national guard reports to the Governor. They can be federalized by the President or the Secretary of Defense, but only with the written authority of the governor.

(There is also the Texas National Guard and Texas State Guard. But, my understanding is that they all serve under the command of the Governor.)

The Texas NG serves under the TX Governor while in a Title 32 Status for State Activations only. It has to do with lines of authority and funding, which TX only has about 30% of the TX Army National Guard's total budget, to include professional military education, new equipment training, new equipment fielding initiatives, and Annual Training.
If they are IN the US Army, regardless of component, they ultimately answer to the Secretary of the Army, then SECDEF, then the Commander in Chief, President Dementia-Diapers.

State Guard forces are all-volunteer forces that augment and provide support to the Army National Guard. Usually State Guard guys are older, retired ARNG guys who still want to wear a uniform and help out. They'll do things like traffic control, some transportation and some logistics. They are NOT part of the United States Army and derive total authority and funding from the Governor.
