Toddlers can easily do this. Sippy cups with spill-proof lids allow them to have a full cup and not spill a drop. Also any cup could easily be full and not spill any of the contents while being carried if the contents were say molasses, a Dairy Queen Blizzard, cured silicone caulking, air or even love. I'm really not sure where you're going with this.
