She has no ability to comprehend what it would take to spin up entire industries from lithium mining to electrical transformer manufacturing required to support a fully electric automobile fleet in the U.S. This is why stupid communists always lead to famine and starvation after coming to power and implementing their mandates.

I mean, she's obviously just saying that in comparison to a regular car that takes gas, an electric car doesn't produce a guzzling sound or fumes.
