Find one for sale, pay mega bucks. Fill out ATF forms for Class III background check, pay $200 tax, wait 6-18 months until sale is approved by ATF. Pickup M60. During the wait period save up mega bucks to buy belted ammo which you'll shoot up in a few minutes.

I know the NFA process, been through it. The real question is how many pre 86 fully transferable M60s are available. I imagine they are in the 5 figure range if they exist. The Thompson, meh. I've handled them before and honestly they don't impress me. Besides, I'm willing to bet there are more Thompsons available than M60s but just as expensive due to it's iconic status.
