I see people doing that adhoc. Local has become more important than federal. In my state we have a RINO who lied, banned medicines for covid, declare an emergency after the Legislature had finished the session and were home. Emergency that denied the Legislature to reconvene without his say so. I'll be so glad to rid ourselves of the bastard. Oh, and he's buddies with Dick Cheney.
