We can only hope but a 'news bit' that I saw earlier today implied that the Senate Parliamentarian would/should cut this provision from the bill because it is NOT budget reconciliation related.

She's (I'm pretty sure it's an actual female - never know with Dems) done it before so hopefully it'll happen again.
