The Federal Government serves the citizens. The citizens are actually above the government and cannot be ordered about, even if their lives are in danger. Remember when Mt. Saint Helens blew? There were people living on that mountain who refused to evacuate and the government's hand were tied and they could do nothing. No matter how dangerous the government may think the situation is, they cannot force citizens to do anything, and if they try, it's time for a revolution.
To add on, people refuse actual lifesaving medical treatment everyday and the government doesn’t swoop down and proclaim you need to have surgery/drugs.
And that’s not even including the mentally ill homeless drug addicts that have infested everywhere causing “crime pandemics”. When they round them up and remove them for treatment I’ll know they actually care about me.
