I would think running away would nullify any vote you could have cast. This is nothing more than an example of exactly why there needs to be massive reform, both for citizen voting and law makers.
citizens shouldn't be given the right to vote by default. you should never be able to vote that the fruits of someone else's labor should be used to enrich yourself.
I would be for voluntary programs that were similar to SS (you pay in and on average people get out what they pay in), but this would mean that if you don't pay in (elderly immigrant, too lazy to work person, etc.) you don't get anything out of the system. If a church or group wanted to make payments for these people (for example someone who was disabled) they are free to do so, but otherwise they would die like poor people die in the rest of the world.
people who hurt society should not be treated the same as those who help society.
