Innocence until proven guilty was, to my knowledge, first introduced by the romans.
Who were very nationalistic and expansionist.
The presumption of innocence caught on because it was forced. Because reasonable people forced their way upon the unreasonable. Because civilized people were willing to fight savages.
Today, how many people who praise the presumption of innocence are pacifists? You will not convince the savages with a good argument.
