That's really not true.
Even when laws were simple, the masses only knew the basics.
And the laws started expanding beyond easy comprehension even before widespread public education was a thing (at least in the US).
I'm not saying hasn't far worse and on an increasing scale (it most certainly has). But the last time laws were simple and understood by all was centuries ago.
The real problem is increased enforcement, especially for crimes that are malum prohibitum and not malum per se.
