That's not the case at all. Wyoming gets three EC votes. California gets fifty five.

That's more a function of the poor apportionment of Representatives, which hasn't been adjusted since 1913, when the population of the entire US was around 97 million.
To look at it another way, CA represents more than 10% of the total EC votes. WY represents 1/2 of 1%.
People who live in cities are more dominated by their politicians, and their votes are less free. They don't and shouldn't count as much. But that isn't a protection for the rest of us. It isn't.
Limiting the potential payoff of population-explosion tactics, actually most protects the people and resources of the cities. Because the more payoff there is for crushing them into a hole in the ground and pumping more immigrants and babies in and out, the more savagely they will be manipulated.
The Founders weren't stupid. They knew how numbers would be gamed.
