The U.S. does not want a popular vote system because it would give Bay Area CA and NYC disproportionate control over the rest of the country that isn't like them. The coronavirus has been really useful in demonstrating this fact through a widespread response to where the greatest number of cases occurred in small parts of the U.S. this past year. Two places that had ridiculously bad policy and mismanaged infrastructure set off the alarm that CoVid was killing everyone and needed curbed using any means necesary. However, the other 98% of the geographical area of the U.S. did not have problems to the extent that Bay Area CA and NYC engineered for themselves.
This past year, the entirety of the U.S. has all had to suffer because a couple of places fucked up and dictated policy for places that weren't like them. That's democracy in a nutshell and why it has no place as a suitable government in a geographically and culturally diverse landscape.
