In this case, I do think cash payments might be better. If you are laid off because of the shutdowns, then you're not getting a check, so there isn't any 'tax free bonus' that you'd see.

Now you could give an advance on future tax credits/payments. So all those people getting EIC etc... get it now, but can't get it when they file their 2020 taxes. That could work for everyone.

You know they already spent their 2019 on new cars that are a month away from being repo'd. Joking, kinda, I used to see this all the time, or they'd go to Vegas and then a week later don't have gas money to get to work. Glad I don't manage those type of people anymore.

I used to work with a couple of people like that. Always asking for an advance on next week's paycheck because they blew this week's already...
