In an airport around the tarmac, nothing happens without ATC approval. The truck was told to hold short of the runway, but they kept going. To me that means they believed they had clearance to be there as they were "not told to stop." They didn't look because they didn't need to, traffic didn't tell them to stop.
That they ignored the stop command - an absolute imperative in this situation, traffic is god and you do what god says - and did not have a transponder on the truck telling traffic where they were is the failing that killed two young men.
I get that, but Norma reflex is to look. Fuck I look both way coming out of the bathroom.
I know, but when you get into certain jobs you expect things to be a certain way. Not that they shouldn't have looked - but confirmation bias is strong.
