I don't think that Non-Citizens (even green card holders) should be allowed to protest our country/government/etc. If they become a citizen, then fine. But they are not a citizen. They are in the country as a guest. Behave yourself or get the fuck out.

That is just a personal opinion though.

I never thought of what you mention, preventing non- citizens from protesting. The problem I see is trying to identify citizens. This could potentially lead to a ban on protests by anyone

That is solved easily. When "protesters" do the shit that they did they get arrested. Because at that point you are no longer protesting. You are rioting, taking over buildings, assaulting/harassing people, etc..

Once arrested, you are checked for citizenship. If you are not a citizen you end up in a jail cell until further processing is done.

Most of the time in events like this a "protestor" (as long as they were not violent) are detained, their info taken down, then they are released immediately.
