Well, yes, you can get a radio and do that, but it's also legal for any licensed operator to confiscate said equipment being operated in a destructive or unlicensed manner. My favorite is the idiot that was broadcasting "Where the white women at?" during Dayton. I'm assuming someone went home with a nice piece of free equipment that day.
