An adverse inference is the correct approach. They want the funding, either provide the data or it is assumed that it's being used 100% fraudulently.

It's about fucking time. This should have always been the rule.

Also, they should lose ALL federal funding. Not just SNAP. We know how they like the fuck around with the books and move money where it should not go. You don't give up the data. You get ZERO money.
